HONG, Imperially appointed, Superintendent of the
Government Newspaper Office of the Tai Tsing Empire, and a Se-
cretary of the Board of Works, writes this communication:-
WHEREAS Our Great Emperor has selected excellent
measures from all nations with a view to changing the had Go-
vernment of China, He has therefore since the 4th.moon (May)
vigorously endeavoured to effect reform in all branches of ad-
ministration, in the educational establishment, and amongst
farmers and merchants, to preserve the nation and nourish his
people, and intended to put them into execution one after the
other in imitation of the Western systems. He is talented, in-
telligent, humane, and martial, and is really capable of saving
China. This is known to all nations. But the Empress Dowager
(lit. The Empress' apartments) has maintained the old ways and
her views are perverse and hostile.
I, the Superintendent, having been honoured by the di-
rections of the Emperor to assist him in carrying out these
reforms respectfully received the following secret mandate writ-
ten by His Majesty himself on the 1st.of the 8th.moon (16th.
September).
"We,having considered the difficulty and danger of
"the present juncture, (perceive that) China cannot be saved un- less a change is made and western methods are adopted; if how- "ever conservative, weak, and misleading Ministers are not re- "moved, and intelligent, talented and brave scholars employed, it
